Emergent Foresight Processes: Industrial Activities in Wireless Communications
نویسنده
چکیده
Technology foresight has received growing attention among those involved in the shaping and implementation of science and technology (S&T) policies. However, although evaluative analyses of foresight exercises have supplied evidence on acclaimed benefits – such as the generation of futureoriented knowledge and strengthening of collaborative networks – they also point to challenges in translating foresight results into actions within research and technology development (RTD) organizations. In this paper, we address these challenges by considering the work of the Wireless World Research Forum (WWRF) which has sought to promote the conception, development and diffusion of wireless communication technologies. Specifically, by contrasting this work with well-known government-initiated foresight exercises, we typify so-called explicit, emergent, and embedded foresight activities and explore their interrelationships. Our comparative analysis points to conditions under which policy interventions may not be needed for the emergence of foresight activities that exert a major influence on RTD agendas. It also suggests several context-dependent roles for public policy, among which government-driven foresight exercises and the catalysis of more narrowly focused activities are but two examples.

Title: on Foresight Processes and Performance of Innovation Networks
This dissertation seeks to increase understanding of how innovation systems perform, and therefore to provide stronger foundation on the evaluation and development of technology policy instruments. The essays examine the rationales for government intervention in the commercialisation of new technologies, and within that context the role of instruments facilitating emergent and embedded foresigh...

Mobile commerce (m-commerce)—is the term for the extension of electronic commerce (e commerce) from wired to wireless computers and telecommunications, and from fixed locations to anytime, anywhere and anyone(Keen and Mackintosh, 2001), also defined as all activities related to a (potential) commercial transaction conducted through communications networks that interface with wireless (or mobile...
متن کاملIndustrial Self-organization in Early Technology Emergence: Evidence from Bluetooth Application Development
The resource-based view (RBV) of firms has emerged to provide colour and context to previously homogeneous models of firms and industries. Recent research in this field seeks to better understand the processes of social complexity and causal ambiguity that RBV has developed to explain the elusive impacts of resource interactions within and outside the firm. This paper outlines the salient liter...
متن کاملParticipatory Approaches to Foresight and Priority-setting in Innovation Networks
In innovation networks, participatory foresight activities can typically have several functions. They can be seen as a tool for supporting decision-making on science and technology (S&T) priorities, but they can also be expected to contribute to the structures of a network beyond the scope of decision making. Foresight activities are often limited by tight timeframes, budgets and they need to b...
